CHAPTER 1: PROPOSAL

Background

This admission proposal will dicuss the foreign and economic policy of Germany after the reunification in 1990. This research proposal will dicuss whether there has been change in the foreign policy of Germany since unification or it has continued as same after the unification. For this purpose, the researcher will compared the guiding principles of foreign policy of Germany before the post war period till present. The general principles of Germany foreign policy have continued but a paradigmatic change has also been observed due to some developments. The most important change noticed in the Germany foreign policy is the Germany soldier's deployment outside the NATO territory. The researcher mainly found that Germany foreign policy has neither continued nor changed but it has developed into something new (Hunt 2006 1037).

Purpose

The main purpose of this admission proposal is to discuss the impact of unification on the foreign policy of Germany. The researcher will study whether the unification brought any change in the foreign and economic policy of Germany or the policy continued after the unification. For this purpose, the researcher will study the existing literature from e journals and books to gather data and analyze the data as per his understanding (Krueger 1992 53).

Literature review

At the time of Germany unification, there were many uncertainties in international system because the Soviet Union collapsed and the bipolar international structure came to an end. The Germany foreign policy became independent after the unification of the Germany. Moreover, the political pigmy image was shattered as a result of reunification. Germany was declared as an equally competent nation in the years following the reunification by the German Chancellor Helmut Kohl. The international community went through a transformation period during the 1990s and the main principles which were followed during this time were limitation, community and continuity. Many scholars at that time studied the impact of reunification on the foreign policy.

During the period of 1945 and 1949, the Germany position was inexorable consequence of its geographical situation in the central Europe. Germany was located between the east and Western Europe. The Western Europe was going through industrial revolution and the Eastern Germany was under the autocratic tsarist Russia (Peters 2001 54).

The foreign policies of Eastern and Western Germany were very different because of difference in the economic conditions prevailing in both sides. There was no open discussion on the national interests of Germany at that time by anyone. Due to the burden of history, no one was willing to talk about all this as people were of opinion that ghost of nationalism will be invoked if they talked about national interest of Germany. However, people were interested in discussing about this but they feared due to the Germany history (Meiers 2002 54).
