Introduction

Free speech is the right of human beings to express their thoughts. At present time free speech includes both oral and written materials. This right of free speech is mentioned in a number of American and international documents, which includes the worldwide pronouncement of the Human Rights (Article number 19), the American Convention on Human Rights and Fundamental Freedoms (Article number10) and the American Constitution (Article number 29).
