CHAPTER 01: INTRODUCTION

Intra-racial conflicts take place when renters as well as home owners engage themselves in the debate of the neighborhood development. The black middle class wishes to restore communities to safe places. In order to achieve this goal, blacks make use of negative attitudes and behaviors towards the poor who belong to their community.

In the existing literature, a great deal of attention has been give to inter-racial crimes while only a few studies have focused on intra-racial conflicts. The economic development and transformation of Harlem in New York City and Bronzeville in Chicago highlights the impact of the mobilization of middle-class. In these areas, the second renaissance has been influenced by an influx of middle and upper class African Americans. The influx of these people is a threat to low-income black residents. In these areas, low-income residents ensure that there is a place for people of different income. On the other side, more affluent residents ensure the economic growth while ignoring the concerns for the black underclass (Farley, 1996).

According to these circumstances, there are two important questions regarding the issue. First important question involves which black organizations are impacting the redevelopment of the former ghetto. The second question centers on the assistance of black middle class in low-income residents. There are many scholars who have highlighted differences in classes among African American. These scholars have also highlighted the impact of these differences on the attitudes and behaviors of people (Denton and Douglas, 1989).

Problem Statement
