Introduction

Given the serious problems of contemporary crime, crime control became this item on the agenda for public policies of various governments, especially in large urban centers in Europe and USA. The emergence of the problem produced in the last two decades, a generation of innovative proposals that broke with paradigm has become s of the security sector; tax the purely legal aspects and, the doctrine of national security (Prenzler, 2012). These new alternatives and policy models had focus on controlling crime and help to develop the modern police logic, focused on the management of police work, in the empirical analysis of criminal and dynamic use of strategies patrolling the main feature of deterrence and crime control.

Mission Statement

One of the major aims and values of NYPD is to improve the quality of life in the city we are living in. This mission is accomplished in association with the community and influence of the legitimate rights in order to implement the laws, maintain peace in the city, diminish fear, and endow the public with safe and secure environment (NYPD, 2013).

In affiliation with the community, the NYPD assure to serve the humanity to protect and secure the lives and property of the public and without biasness implement the laws. Other values are to fight crime by either preventing it or strongly taking actions against the violators of the law. A higher standard of integrity is to be maintained as a government body because the public expects more from them. Valuing the human life and giving respect to each and every individual by serving the community with the best secure services to provide the city freedom (NYPD, 2013).

Hatry's studies have been focusing over the performance measurement in its first four chapters that illustrates why performance measurement is a necessary tool from the creation of a mission statement. This further leads to the development of a logic model which helps the leader to make use of measures in widespread reviews through program evaluations and various other kinds of assessments. Hatry also gives a clear description of mission statement that their aims and objectives provides a great beginning to overview the goals and expectations of an organization (Hatry, pp. 39-41).

Logic Model

According to this logic model the main goal is the prevent recidivism. This framework helps in identifying the project resources, outcomes and activities. There are certain performance measurement indicators that help in understanding what level of performance has been accomplished by the NYPD. Furthermore, these performance measurement indicators help in understanding why there is a need of seeing such results.
