Introduction

Largest and most populous city in the United States, New York has one of the largest and most complex prefectures of the country. More than 350,000 employees and more than 120 municipal departments, offices and organizations offer nearly 4,000 different services to 8 million residents. Drive that from time immemorial mankind has received products from natural disasters such as floods, plagues, earthquakes, severe droughts and major epidemics that have accompanied man in the course of their history, are natural phenomena but are inevitable, at least can be prevented and people prepared to suffer the consequences of these disasters have so that the damage to man and the environment will affect as little as possible.

We cannot forget the disasters of war, technology, toxic effects mainly affecting health and the environment (Schultz et.al, 2013 pp. 293). The disasters are generators of damage. In some cases, forecasts have been limited to the probability of occurrence of potentially destructive phenomena in others the likely magnitude of a phenomenon and the damage it could cause in terms of physical vulnerability.

Literature Review
