EXECUTIVE SUMMARY

The interest in this area of research was developed with the help of reading widely from various past research works and the on hand experience of the real situation on the ground. This research will be of significance to various stakeholder: the government, donors, public sector leaders, consultant advisors, academicians and researchers and aid agencies.

The author has found a disconnection between the recipients and the donors of humanitarian aid in the context that, donors may be showing a willingness to giving aid but, they might not be having proper channels of communication and access to the right information. As a result, this study has recommended the strategies for minimization of these gaps.

The objectives of the study were developed in accordance with the specific problems, which included wrong opinions and perceptions residing within the community, not valuing and working in accordance with the goals set by the organisation and the interference of State in the process of dissemination aid. The main objectives of the study were evaluation of the project management strategies effectiveness in relation to the projects funded by the donors in general, relating theory of academics to the ground realities of the field, understanding of the various interests and risks around the international aid, identification of strategic management and international management issues in Timor-Leste humanitarian aid activities.

This study has followed a design of descriptive research for assessing the humanitarian-aid effectiveness. The characteristics like discovering and measuring of cause effect relations, characteristics of the subject population are described by the descriptive studies. The approach of descriptive study is not to change the conditions or behaviours and things, events and factors are measured the way they are. The data analysis method was cross sectional design survey. Survey is basically a methodology termed as positivistic in which the subjects in the sample are derived out of a population and they are studied and analysed to make assumptions and conclusions about the population. The most effective form of specific research is survey method; in this method information is gathered for rejection or acceptance of the analysis. The independent variables in this research were international solidarity factors, socioeconomic factors and geopolitical factors. Humanitarian-aid effectiveness was the dependent variable.

It found out that, in project implementation projects, there are a lot of things taking place that are directly impacting over the processes outcomes. As called, under the Paris Declaration on Aid Effectiveness (2005), Rome Declaration on Harmonization (2003) and ODA (Official Development Assistance) must be aligned with priorities of the recipient country and systems of programming for increasing the likelihood that it would be effectively spent. Paris Declaration on Aid Effectiveness (2005) shows a commitment with approximately over to 100 international organisations and Governments for improvement of quality of official development.
