Narrative Chronology of the Policy Process

A principle of action that is proposed or adopted by a party, government, individual or group etc. is commonly known as policy. Every single individual or group has to follow the policies in an effective way in order to have effective operating activities. The policy makers have to take into consideration the goals and objectives of the stakeholders, who have to follow the designed policies (Rubin et.al, 2009). The main purpose of designing and implementing policy is to bring uniformity and standardization in the activities of the industry, business etc. Policy making is one of the most important tasks that government of every country has to manage in an effective way only then it would be able to regulate the operations of all the sectors (Tetlock, 2010).

The governments introduce or impose policies for informing the public about their political vision that they are willing to attain in their tenure. there can be various kinds of policies such as regulation for instance through licensing; including grant aid; direct public service provision; for encouraging voluntary change and non-intervention. All these policies are imposed on the public and industrial sectors for bringing awareness and coordination among them for attaining the proposed vision.

Policy making is considered as the most sensitive and important part of the government's operation that need to be designed keeping in view of the public demands. Effective expertise and experience is required to develop a policy. There are various models used in policy process such as the incrementalist model, the mixed-scanning model, Policy as arguments, Policy as social experiment and Policy as interactive learning (Stevens, 2011). Government is responsible for making such policies that are based on fair terms and conditions and that are equally applicable to all the individuals without any biasness (O'Faircheallaigh, 2010).

An administration or separate department is required for policy making that would help in bringing balance and uniformity keeping in view of the competing interests but without losing the grip of the desired policy results. Policy process should be in favor of the general public and it should encourage fair activities or transactions that are use in accomplishing the interests (Tetlock, 2010). Separate committees are appointed for policy making activities by the House of Commons in Canada such as Administration Committee (Commons), Armed Forces Bill Committee, Backbench Business Committee, Business, Innovation and Skills Committee, Communities and Local Government Committee, Culture, Media and Sport Committee, defense Committee, Education Committee, Energy and Climate Change Committee, Environment, Food and Rural Affairs Committee, Environmental Audit Committee and many more.

The Culture, Media and Sport Committee is the responsible committee that is involved in designing and implementing policies related to information and communication within the state (Kirkpatrick, 2007).
