Introduction

Since after the formation of the world, the history is filled with many different events that impact has transformed the economic, social and political picture of the world. Most of these events were not natural, but were man own created. The World Warsand the Iraq War, all has created new scenarios. Same has had happened in September 11, 2001, when the mankind has experienced another swing that dramatically changed the whole world (www3.nccu.edu.com). After 9/11 the national secutiry is the foremost priority of the US government. The congress, the other political party are also supporting the government to ensure the security of national interests at every level.

Through the reading I found that the national security for the nation is the prime issue and a large percentage of resources are devoted to the protection of the state interests and fight against terrorism. From the survey report, it is said that the government had almost doubled it spending on defence and homeland security, from $ 354 billion to $ 547 billion, after 9/11 incident (www.govinfo.library.unt.edu). The major shift in the US policies and increase spending on national security has transformed the landscape in the United States and its relations with other nations. Considering the new circumstances, I believe it is the right time for the US government for revision of the security objectives and strategies to shape its policies considering the challenges.

Communication system

I believe that for a state it is important to have a strong communication and emergency response system to deal with any devastating terrorist attack. From the 9/11 attack, I concluded that no matter how quick and strong an emergency response system is, it does not ensure hundred percent safety from huge attacks. I think that the US government is needed to strengthen its communication system and crisis management system to individual level. The government should involve all state agencies and train them on teamwork collaboration. Taking efficient decision is the key for proper resource management and quick response to the emergency. The government should focus on providing real level joint training to all agencies to increase mutual understanding and taking effective high level decisions regarding rescue and resource utilization. The research and the reports from secutiry commission suggests the adaptation of “Incident Command System” in this regard. The reading also suggests that the federal homeland security funding should be linked to the implementation of ICS. It requires focus on cohesive training programs. The congress should also take initiative and bring proper legislation on the public safety aid's proper execution.

In my view, the communication among different agencies, public safety organizations and state emergency management is critical for disaster management. From the commission's report, it is critical for government to bring in new technology like “radio spectrum” for efficient public safety response system.
