Introduction

Structured English Immersion (SEI) is a method to teach English to the learners of English Language. The history of this process has connections with the successful stories of Canadian bilingual programs. Canada, as a matter of fact, introduced French Immersion Program in order to promote bilingualism. The same approach, however, seen in America to force the minority community to adopt English Language.

From the legal point of view, the United States Supreme court in 2009's decision in Home vs. Flores case opined that SEI is more effective than bilingual education. As a matter of fact, the Arizona State Department of Education in 2004 supported this conclusion in the year 2004. In addition to that, the passage of Proposition 227 in California in 1998 put restrictions over the use of primary language for instructional purposes. The passage of this proposition is the main reason for the emergence of Structured Immersion Program (Gandara, 2000). Hence, from the historical as well as legal point of view, Structured English Immersion (SEI) program has due connection with today's educational methods.

Discussion

Structured English Immersion (SEI) is a consequence of the initiative by Californian passage of Proposition 227 which had many restrictions over the use of primary language for instructional purposes. However, the need was to have such a program which can benefit minority language groups as well during their academics. As a matter of fact, the inception of Structured English Immersion was the ultimate outcome. Over the period of time, people from different quarters raised voices against such a program. Due to which there seen many reforms pertaining to the California's English learners. By and large, none of them was sufficient enough to satisfy the voices since their grounds were that of political in nature.
