Introduction

The purpose of the following paper is to exhibit the challenging environment in which the public administration performs its individual functions. The implementation is supervised in developing countries that are considerably responding to the new responsibilities addressing developed infrastructure, sustained economic growth and reduced socio-economic inequality. The main purpose of observing an effective leadership within the public sector encircles aspects of strengthening public administrative departments in order to provide effective service delivery.

The environment in which the public administration operates within the Sub-Saharan and African regions are usually encircled with complex challenges such as the national debt, corrupt government infrastructure, human rights violation, HIV/AIDs and other infectious diseases.

The following paper analyzes the aspects of public leadership influencing the various levels of public administration and services. The paper furthermore focuses on evaluating the concept of motivation, communication, implemented change and resolved conflicts as an effective resource of public leadership in different public environments.

Leadership

The term leadership refers to the behavior of an individual observing the activities of a particular group in order to acquire a shared goal or objective. The main agenda of leadership inquires influential group activities and the adaptation with change. As far as the concept of leadership is concerned within a public environment, public leaders are such leaders that guide the community as a single unit rather than addressing them as a diverse unit (Eagley et al., 2003). The significance of Public leadership is best described by Aristotle. In accordance to his ideological contexts, people need governance in consent of laws not men. Public leadership helps an individual to analyze the aspects of governance at a broader perspective in different environments such as health, education and government (Avolio et al., 2013). Assessment of key challenges faced by each individual sector, public leaderships devise commendable strategies in order to overcome the differing aspects and complexities accordingly.

Supportive Leadership Theory

The theories of leadership are dynamic and they are constantly changed observing the gradual increment in time. Healthcare systems assimilate various professional groups, departments and specialties incorporating complex non linear relationship in between them. The complexities of such systems are mostly addressed in relation to different areas of disease, multidirectional goals and multidisciplinary staffs (Eagley et al., 2003). The theory of leadership in a healthcare environment is dynamic and going under continuous change with time. However, in order to address the most appropriate theory within healthcare systems directs to the deployment of supportive leadership (Avolio et al., 2013). Supportive leadership refers to the building of relationship within a specific organizational environment will enhance the aspects of positive influence and motivation of individuals towards a shared goal.

Leadership styles and Rationales

The two basic leadership styles that can be incorporated by the governing bodies in healthcare organizations assimilate visionary and coaching styles of leadership.
