Introduction

Policy makers have 2 wide-ranging types of mechanisms available for altering production and consumption behavior in the public. These include traditional regulatory policies (command and control) and non-regulatory (voluntary) policy (Anderson, 2010). In accordance with this document I identify two major barriers for the successful implementation of the environment policy and these includes lack of knowledge by leaders together with doubting skills of each other within the political framework. These were the two gravest challenges that came across the process of deriving and implementing successful public policy. In accordance with the challenges that are been highlighted above, this document will discuss three basic tool for effective derivation, implementation and positive consequences of public policies. For the purpose of this document the tools have been divided into three broad bases as follows:

Public is Priority: Consideration of how people will be affected by a certain policy by bearing in mind their needs and wants. Mutual Vision: Coordination among the policy makers towards mutual goal to ensure holistic approach towards public policy process, keeping aside personal interests and grudges.

Strategic Planning: this is the most important tool that calls for taking mutual vision and public priority into account in order to derive effective measures.

It is essential to contemplate the ways in which people will personally be influenced and afflicted with the change process that can follow the policy implementation, change entails that people do something they have not done before. Citizens are actually the most fundamental supporter, risk, barrier and resource while dealing with public policy regulation.
