People with disabilities and learning difficulties are labeled, stigmatized, marked for life by the mere fact of being different, and placed in a position of inferiority. This has generated an attitude of rejection, shame, distress and discomfort, also over-familiar behavior, which them as people unable to fend for themselves. The disabled person, in theory, is a person with the same rights as others, but they are unfortunately prevented from exercising them by the discriminatory behaviour that society displays, making them feel like "second class citizens." (Barr et al 2009) The fact remains that there is no person who is fully capable. There are hidden disabilities, not obvious, such as psychological disabilities which often go unnoticed or are suppressed, because the system does not allow them to be expressed (Barr, 2009).

It should be noted that no diagnosis (national, regional or local) can measure the precise magnitude of social problems affecting the population. Estimates from different sources and WHO, in countries like ours, 11% of the population suffer from some type and degree of disability (physical, sensory, mental or psychiatric). The area of research, information and institutional cooperation aims to articulate and develop measures that are not specific to any one of them for their instrumental markedly affect the content of the Plan includes that the research, is to understand the situation, needs and expectations of people with disabilities.

The information relates to awareness and education, persons with disabilities and their families, professionals and society to act from this perspective. Institutional cooperation is with government, economic and social actors and the third sector.

Assessing children of special needs

For this paper, we shall be highlighting the credibility of understanding and comprehending how effectively could we work to develop their innate abilities and skills. Here are some of the ways with which an individual could make amendments for assessments:

Visual based assessment: Depending upon the understanding and comprehensive abilities, use of sharp colours, different palettes, designs and shapes would help them immediately identify what is being asked in the examination. Showing visual representations and graphical displays would help contribute towards the development of each individual's psychographics (Bartlett, 2002).

Goal-oriented Assessment: The final countdown of all the hard work is for students to deliver outstanding performance after effective learning and practice of the knowledge delivered. A well-knit goal assessment that covers all odds and areas of a particular topic is destined to make students realize the need of making efforts to go about and check exactly how much should be learnt for the examination coming up ahead (Bartlett, 2002).

Application and activities of Practice: As the saying goes, 'Practice maketh perfect' such methods and activities should be jointly conducted both by the teachers and students simultaneously for better understanding and a good insight regarding the course of conduct and learning position and statistics that point out performance.
