Introduction

TANF means temporary assistance for needy families, which have introduced in United States of America by Bill Clinton. According to me TANF is a federal assistance program. It introduced in 1997. This program gives financial assistance to the families living in United States of America who have dependent children. It is through United States department of human and health services (Anonymous, n.d). Federal government has also introduced some guidelines through which benefit schemes provided. These schemes differ on the basis of state's regulations. TANF provides assistance to the minor parents, unmarried and living with a responsible adult or guardian. It is essential to have paternity of children to get benefits (Anonymous, n.d).

Discussion

I agree with this statement that TANF is discriminatory and punitive that is why following discussion has done in this context. Bill Clinton has given this for people of United States of America, in order to help them in different areas of life. TANF has given new policies related to time limits and working condition. It leads to alot of human right violations. All human rights related to maintain an adequate standard of living. Recognition is necessary in terms of employment and education rights (Pitcher, 2002). We need to link strongly in order to have a proper standard of living. I must say that policies given are for five year time limit restricts recipients and family cap abilities to come out of poverty. In the condition of family cap, kids who are out from having benefits in poor families also fails to have protection by international law. This creates an environment of discrimination. The discriminatory policy not only ignores the benefits to poor kids but also let them become poorer (Pitcher, 2002).
