Q1. The primary and secondary authoritative sources, a description, and the differences between them.

As a tax manager it would be my uttermost priority that the new staff has a proper understanding of the authrotitive sources and are able to draw a clear distinction between them. They should completely understand that Federal tax authority comprises of both primary and secondary sources. Both are used for the implementation of the federal law. Primary sources are those federal tax laws which have been issued by the Internal Revenue Service (IRS), the USA treasury department and the Congress. The US constitution allows the congress the liberty to implement the different tax laws and also collect the required tax. Normally, primary sources are viewed with having more credibility when compared to secondary sources. Plus even within the scope of primary sources, there is a difference in relative importance within the different sources (Galle, B. D. (2006).

The staff shall be able to utlize both primary and secondary sources for tax research. In relation to the federal tax law, there are various primary sources that have significant value such as Internal Revenue Code, Judicial proceedings that have provided decisions on tax matters and other International Revenue Service (IRS). However, there are certain primary sources that can be taken as guidance but cannot be cited as legal authority. These sources comprise of some IRS documents which have been made to public but initially made for internal purposes, Internal Revenue model, and committee reports.
