Today the world is at the edge of destruction due to a massive creation of nuclear weapons. The world is getting ready to enter into a new era of expanded nuclear states, more nukes, and poorly secured and vulnerable more nuclear facilities. All these vulnerabilities have made use of nuclear weapon a common and easy thing to do. The demand of the nuclear power and energy has been enormously increased from the whole world. This demand has automatically improved an urge of strong infra structure.

Background

President Barrack Obama with the start of his first term in 2009 called for a world without nuclear weapons in his infamous speech, in Prague. The bold step of the President attracted and awoke the whole world. So many critical thinking, reviews and evaluations from the whole world came up. In his speech he fore warded the intention of America of keeping the world free from nukes, although qualified and uncertain. In the start of his second term, he again reminded his intention through clearly articulating in his speech in spite of receiving advises from his advisors to concentrate and focus on other major economic and political issues which can be easily attained like reformation of the taxation system, dealing with severe fiscal cliffs and protection of entitlements rather on nuclear disarmament. After spending millions of dollars, US still intends to spend further millions of dollars to disarm the country. According to a report by the Federal of American Scientists among the 4300 operational nuclear war heads of the world; about 1800 Russia and USA warheads are on alert and can be used on short notice (Rice, J. 2013, p.n.d). Another report from Congressional Research Service indicates the expensive plan for building submarine powerful nuclear missiles.

President Obama's Speech

The year of 2009 marked the history when the North Korea launched a nuclear weapon in the form of long range rocket and soon after few hours of the launch the President of US, Barrack Obama, called for a world without nuclear weapons in response of this act as a moral responsibility. Obama quickly proposed the call after the news of launch in his speech at outside the Prague Castle in these words, “Now is the time for a strong international response, and North Korea must know that the path to security and respect will never come through threats and illegal weapons.” He further asked for the help of the whole world to come under the shield of single umbrella to construct a global regime, and for conducting this idea, the whole world should stand side by side for pressurizing the North Korea to change course.

This urgent action of Obama was called by him as a moral responsibility of US since he is sole nuclear user of nuclear ...
