Introduction

The field of administration is not new to the businesses and society. The administration is a set of instruments to control, monitor and evaluate the functions of an organization. This organization could take the form of profit and nonprofit organization. This paper aims to deal with the case study regarding sharing administrative functions between Leicestershire County Council and Nottingham City Council. The paper describes the consequences and effects of this partnership interpreted by the respective stakeholders.

Discussion

Both councils enter into strategic partnership of sharing wide range of administrative services and functions in November 2010. The fundamental motive of this strategic collaboration is to maximize the use of resources to its full potential and share information to improve the structure of local community. With the sign of this pact, the councils believe that they will be able of save around €2 million by sharing workforce, accounts, payroll and financial services. According to councils, this agreement is one of its kinds which gather a county and a city council and various different areas. This sharing of administrative functions will enable them to create and deploy a fast track information and communications technology to maintain and support the services of county and councils (Aucoin, 1990, pp. 115-137).

The basic motto is to save each penny of Pound, as said by the leader at Leicestershire County Council, David Parsons. His statement reflects the fact that as the world is going through numbers of crisis and problems, so this is the time for them and all other authorities and councils to come to join them to achieve mutual benefits. This will enable all of them with a wide range of shared services. These include workforce from different background, knowledge, skills and experiences. This workforce would be the key asset for all of them, when works together will ripe greater benefits for all members ranging from stakeholders to the common community and engaged society.

They are also determined the combined benefits they achieve, will attract others to join their hands in the task of progress of communities which ultimately lead towards successful society. Eric Pickles, who is the Secretary Local Government wide hearted welcome such collaborations. He said that these types of agreements will lead the members and stakeholders to understand their responsibilities and act in the most positive manner to benefit the entire community. According to him, such strategic collaboration will help understand broad range of problems with the councils and county. The partnership aims to help the problems of businesses within and outside the locality. The will help businesses to explore and exploit various businesses opportunities and also enable them to inquire about the chances or occurrence of any fraud.
