Introduction

The term toxic waste is frequently used interchangeable with the hazardous waste or material that is discarded and can create lasting effects on health and environment. These wastes are byproducts of manufacturing, city septic systems farming, automotive garages, construction, hospital, laboratories and other industries that are poisonous. The form of waste can be in liquid, sludge or solid and restrain heavy metals, chemicals, radiation, dangerous pathogens or other kind of toxins (Wood, 2008, 22-38). Not only industries produce this toxic waste but also household produce this waste through things like used computer equipment, cleaning products, batteries, cosmetics, products of lawn care and paints or pesticides that is left over. Toxic waste is harmful for humans, animals and plants. If living thing come across these toxic wastes which are buried in grounds, watercourse excess or ground-water that is supply for drinking or in the water floods that occur after Hurricane Katrina. Few toxins that comprise of persist, mercury that accumulated in the environment. Animals and human frequently take in at the time they consume fish (Strohm 1993, 133).

Scope of the Paper

For the purpose of this report is to address the legal liabilities arising from the environmental impacts of operating the facility and measures necessary to secure compliance with relevant consents. The facility chosen is Bolton Thermal Recovery facility that is operated by Viridor Laing (Greater Manchester) Ltd. For the purpose of this report a visit has also been made to the facility to keenly observe the plant and operations carried there.

Discussion

Bolton Thermal Recovery facility is responsible for the management of toxic wastes and converting the energy produced from that waste into electric energy that can be further used. The report is concerned with the legal aspect of the environmental impact caused by the facility.

Toxic wastes have an adverse effect on the health of the humane and animals. Toxic waste comprises of carcinogens which can be, leaked or storage form evaporation can cause cancer, and the occurrence of this has been increased in individuals. For instances, polycythemia-vera which is the, rare blood cancer, in 2008 this disease was found near toxic waste dump site in northeast Pennsylvania (Taylor, 1970). Precious studies regarding the toxic waste material and human health state that in 21st century, factories in United States produced around four million tons of toxic chemicals into the land, air, and water yearly. This toxic chemical also in consists of carcinogens approximately of 70 million. However, uranium waste of 800 million gal is hidden in trench, landfills and unlined tanks. Moreover, persistent toxins such as, beryllium, cadmium, arsenic, nickel, copper, lead, and zinc remain in the environment for the longer period and effect human health largely.
