Introduction

During the last few decades, there has been a lot of concern about environmental and health problems caused by waste, as it is considered dangerous. This concern was born in the most economically developed countries, forced to face problems of environmental pollution and consequent adverse effects on public health (Wood, 2008). The reason behind increase in the toxic waste is that the population from rural areas travel to the urban part of the country as it provides the population with many opportunities causing the urban cities to produce more wastes. Moreover, the increase in the toxic waste also because of the reason that people undeveloped and under developing countries move more frequently to developed countries, hence becoming the reason for increases in toxic wastes.

Toxic and hazardous waste are used frequently, as they are interchangeable. However, the term is used for the material discarded from various different means such as waste produced from the household, industrial zones and other areas of the city (Pollard, 2008). More specifically, the categorized waste products are contributions from the byproducts of manufacturing, automotive garages, laboratories, city septic systems farming, hospitals, and construction. Moreover, many other industries produce many toxic and poisonous waste byproducts that can be found easily in the environment.

The form of waste can be in solid, sludge, or liquid and can contain dangerous pathogens, radiation, chemicals, and further different types of toxins that are harmful for the every living organ. The waste production is not only limited to byproducts from industries but also are produced on daily basis in households. The households contribute on extensive level in terms of wastes like solid trash, and products that are old and disposed off as waste contributes to the environment.

The toxic waste discarded from these sources contributes in terms of many factors that play an important role in our daily life, as this waste is utilized in developed countries in terms of recycled products such as electricity and other products (Lawler, 1992). However, regardless of the benefits from the transformation of the waste or recycled products, the toxic waste contributes to effects on both health and environment.

Experience has shown that to achieve proper management of hazardous waste, it is necessary to provide an infrastructure to take necessary actions. It is understood that appropriate management is one that includes the generation, handling, packaging, storage, transport, and re-target or final treatment, all without causing negative impacts or the environment or the living things, and if possible, at a reduced cost.

The damage that can cause to the environment and human health, and therefore the workers, by improper hazardous waste management, are of enormous importance (Granovetter, 1985). Toxic and hazardous waste was transposed into under many laws and the basic toxic and hazardous Waste was repealed many laws, which together with the decrees helping to develop regional rules and constitute law against such complexions.
