Introduction

The paper attempts to highlight the concerns in building California High-speed Railway, which has planned in the year of 2013. As, advancement takes place in California as the result of the motivated project of high speed railway. California has mentioned it is one of the largest projects for public in the history of United States of America. There is one hint that belongs to El Palo Alto's that determines the level of complexities for creating building as long as 800 miles in heavily populated and developed state (Howle, 2010). Certain questions emerge such as: How the state manages the system? Who will operate it? Where tracks and stations will be placed? How one might decrease the disturbance to the environment and to the communities that will be disrupted by the fast moving trains? This paper focuses on the valid reasons to avoid building the high speed railway in California state. The serious question is regarding the completion of the project because, it has not been completed at the month it has planned and, there is continuous delay in the construction of the project.

The supporters and officials of this project were feeling good for this project of the bullet train, three years before. For helping voters financed around $10 billion bonds for this high speed railway system. It was not more than three years back, when officials of California high-speed rail and, supporters were expecting the bulet train project. The bill of $10 billion had been approved in order to assist finance a high speed rail system which was the element of the California's transportation plan and, it was nearly two decades that, this project became the part of the transportation plan (Bel & Albalate, 2012). The department of transportation in United States has promissed $3.3 billion for the project in order to ensure the availability of high speed rail and, it was noticed that, if all the things went according to the plan then, there would be more investments on the project. The work of Environmental sector had conducted in an up and down manner and, it was moved at a pretty good clip. It was noticed and, experienced by individuals that, this project of high speed rail program had targeted and, influenced the roads by blockage and,there might be corruption in the project made by several high officials and, individuals claimed that, money could be utilized in an effective way if, there were more improvements in the plan (Howle, 2010). This project had become the Obama administration's signature project and, it had seen that, project had not achieved beneftis as it was expected and, there was lacking in the funding when the project was initiated and, there was the requirement of more oversight (Bel & Albalate, 2012).
