Online degrees are still a subject of debate for employers. Companies have a broad range of perceptions when it comes to on-line degrees. Some are admitting of this new form of credentialing and others aren not, and it's essential to accept and appreciate that not everybody shares the same perception. Some of them question the strength of an online degree. They are conventional in their outlook and do not credit online degrees with any significance simply because the individual has not sat through 04 years of university classes. There are some employers who know the fact that those individuals who possess online degrees have attained them with their own program and these are vital qualities which set these employees apart from the rest of the competition.

There are, broadly, four sources of funds for sustaining an institution of higher education: public funds, tuition, endowments and funds generated by Scientific research. As Johnston (2001) writes: 'Higher education is experiencing a worldwide shift of cost burden from governments to parents and students.' As with growth, this too reflects a globalization process. There are, nonetheless, significant differences across the globe. Most notable here is the fact that 'private' institutions of higher education are of critical importance only in the United States and Japan. That is, higher education in most of the world, until the recent past, was supported by public funds. Given that the US system is now taken by many to be the model for 'world class' institutions of higher learning, a good deal of what is happening globally looks like 'Americanization', often justified in terms of the free market, neoliberal, ideology of globalization (Steger 2005).


The credibility of the worth of on-campus degrees compared to online degrees varies. Though major online educational institutes are regionally recognized, the general perception of their quality is in dispute. Some professionals dispute that degrees in certain fields are more accepted online than in others, while some programs are less appropriate for online-only schools. (Zogby 2008)

To give some order to our account, we begin with a consideration of these sources of funding, beginning with endowments, a nearly unique entirely 'private' US source of funding, state-supported research funding and proprietary research funding, the 'commercialization' of research. We then consider recent global changes in public funding and in tuition and suggest an explanation for this.

Concept and Implication of Gatekeepers

The recruitment of "gatekeepers" are defined as, "... anyone who stands between you and the person may want to hire you. Goalkeepers come in many forms, including receptionists, HR recruiters, and resume Screeners" (Mitchell, 2003, ¶ 1). Throughout the literature reviewed here, a variety of "gatekeepers" served as participants. For example, in some studies, the "Guardian" participants were human resource managers and recruiters, and others were the real managers of the position in which a candidate to be hired. (Zogby 2008)
