Introduction

Early childhood is an important aspect in children's development in terms of their emotional, physical and social growth and also for their well being. Major part of their learning also takes place from the time of their birth to the age of six years. It is the time when they need quality learning experiences and care (Bertram and Pascal, 2002, pp. 2-55). Owing to this fact the government of UK has developed early years policy with the course of the time which aims to provide a wide-ranging services to the young children. This policy includes providing children with quality early years education and childcare which will help to develop their early life in positive ways and will also enable them to build their prosperous life on such a sound lifelong learning (Ball, 1994, pp. n.d.). Britain is a country with a unique culture and traditions. The English education system is considered one of the best in the world; the British educational programs meet the highest standards. Early education and parental guidance are implemented at diagnosis but are not technical supportive. Pre-school education, in the UK is available in both the public and private educational institutions. The system consists of pre-school nurseries and kindergartens, which brought about 50% of the small English from 2 to 7 years. In this paper the early education of children is discussed in detail. How the different educational reports, theories and acts have impacted the early education of children with the course of the time is discussed in this paper.

Basis of the British school system are the following: all children attend primary school from 5 to 11 years, then high school - up to 16 years, where they can stay if they want, up to 18 years. Before 21st century the main role in school affairs belong to a church. Primary education is provided in the church and parochial schools, which taught catechism, reading and writing. Over time, the upper classes became apparent benefits of education and training in such schools to home. In 1880 in England introduced compulsory education for children from five to ten years. One of the fundamental laws on education has been the law in 1944. According to this law since April 1, 1945 public education system consisted of three stages: primary education, Secondary Education and the so-called future education. Act 1944 left completely intact privileged private schools, which have long occupied a central and defining place in the British education system. In primary education includes preschool, visits are not mandatory (Siraj et.al, 2008, pp. 23-36). Pre-school education covers children from 2 to 5 years. In England there are two types of pre-schools: schools - nursery from 2 to 5 years and preschool classes at primary schools for children aged 3 to 5 years.
