American foreign policy elites are being challenged to embrace a new vision of a world order and determine the US role in that order now and beyond? into the new millennium. A search has been underway since 1989 for an intellectual rationale for a new American global role in post-cold war conditions. (Engelhardt, 2006) A national security doctrine based on anti-communism would have to be replaced? now that the pretext for the unprecedented level of a militarized U.S foreign policy has disappeared.
