The case here identifies the following characters and issues:

Anna Anywaican is an injury attorney and is the friend of Bill. Bill Salamander is a consultant working in the medical records department of a medical center. As would any vendor doing business with this hospital, Bill's company has signed a Business Associate Agreement. This agreement confirms that the vendor will abide by the hospital's compliance and Health Insurance Portability and Accountability Act (HIPPA) policies. Bill has friends all through town, and they know how much access he has to patient information. One such friend is a personal injury attorney, Anna Anywaican. This attorney is full of ideas. One of her schemes includes a network of associates at hospital around the state. She had not yet made inroads into this one facility, but now she has Bill. It was a simple plan which will help Bill to provide Anna access to trauma patients, and for every case he recruited. Here, Anna would award him 10 percent of any payment she recovered from the patient.

In his first assignment, Bill was paid $25,000 after Anna's client accepted a settlement. However, Bill still had one problem. His access to the medical records was limited to post-discharge. Sometimes, a trauma patient's record would not arrive to the medical records department for months. Bill had to find help. Bill decided to go to the Emergency Room and scout the third-shift employees. The most important factor that could lead to an overall improvement in health care service is the provision of high quality service. Quality could be improved through many methods as discussed above, but improvement in technology and infrastructure, and treatment provided by Nurses could be termed as most important. If Nurses provide services on an individual basis and work to provide extreme care, than an overall increase in the quality could be witnessed. It is important for Nurses to coordinate with their peers and senior Doctors, before extending their services, so they can carry out the work efficiently. Moreover, they pay attention to the previous records and history of patient's treatment, than they can effectively manage the problem and solve patient's issue. These objectives could only be achieved if appropriate technology is provided to the patients, so technology and Nursing services go hand in hand for the improvement of quality (World Health Organization, 2001). Quality of service and Patient Safety has a direct relationship as Patient Safety is significantly dependent on the Quality of Service. If the above mentioned steps are taken, it could lead to increase in patient's safety. When such steps are taken and Health Organizations move towards process improvement than it is necessary to evaluate the processes, and check the results of such initiatives. In this regard, risk management plays a very significant role. It assesses the benefits and risks of health care interventions, which includes medical devices, drugs and health care services (Riegelman, 2009).
