Structured Systems Analysis and Design Methodology (SSADM) has been developed and used mainly by government departments. This is the reason that is designed primarily for information systems to large-scale act of gross turnover. SSADM specifies exactly the flows and the tasks of a development project and produce detailed documentation of the project. SSADM sticks to the traditional waterfall model, which allows review of each stage, but requires completion before the next can begin.

SSADM focuses on the analysis and design stages of the Life Cycle System Development (SDLC). SSADM combines three methods complement each other within a system development cycle: Modeling Logical Data Modeling Data Flow, and Entity modeling event. (McNurlin, 2009, 15)

Its main benefits are: Improved quality, detailed documentation of the stages of development, and reuse for similar projects that follow. But these points are not likely to be taken into account in practice. This is due to the danger of over-analysis, which can be time consuming and cost. Delays caused by SSADM can vary in the range from months to years. Especially for small and medium businesses, large delays may lead to serious financial problems and resources. Therefore, it is highly recommended to investigate alternative methods, such as rapid application development (RAD) or use a product off the shelf, which is much less expensive and less time and has already been tested by several other companies. In the seventies, the information systems on a large scale (IS) became popular in order to manage large systems sales, wages, stock control and other applications that require large databases. Many organizations do not have an appropriate method development. First, the analysis of system requirements was carried out on an ad hoc basis, so often the final product does not exactly meet the business requirements. Time 3GL programming languages such as COBOL, have been used and the files and data bases produced were inflexible. (McNurlin, 2009, 15)

To overcome these problems, the society of the community decided to develop a methodology (for example, "a system of ways of doing things especially regular and orderly procedures") standardization of analysis and design stages of IS development. It was designed especially for government departments and external suppliers of software, where there was a great need for information systems and hope to improve is by using a disciplined engineering approach. In fact, SSADM has to be used by all government departments, together with the PRINCE project management method. However; the standard is free for all companies and may be modified for specific requirements. The CCTA (Central Computer and Telecommunications Agency), which authorized the project, approved the proposal for LBMS - Learmonth and Burchett Management Systems to develop a method.
