In a quick sequence, world witnessed the rise of leftwing leaders to power in some key states in the Latin American region. Even though the fundamental social forces began their groundwork earlier, the electoral shifts were witnessed when Hugo Chávez in Venezuela in 1998 was elected head of the state i.e. President, followed by the 1999-2000 election of President Ricardo Lagos.
