Introduction

Human resource is defined as the total skills, talent, aptitudes, abilities, and knowledge of an organization's work force and value approaches of an individual involved in routine interaction of organization. Human resources create diversified and multidimensional environment. People could no longer work or live in an insular marketplace; they all are part of globalization and global competition. Organization needs to move towards diversification and openness. Managing and dealing with this diversified workforce seemed to be difficult. On these bases, Human Resource Management becomes inherent part of management (Mathis, Jackson, 2010). The human resource management has an important role in the organization (Torrington, 1998, p.99). There are several functions of human resource management. It becomes even more important when it came to a hospital industry. Health and Social care is a place where the importance of perfect staff and perfect timing is necessary in human resource management. Human Resource Management in health and social care sector, is a subject that is really difficult considering all types of professionals who form the group or team (Stern, 2010, p.179). It not necessarily given by the number of people who can go into a health and social care sector, but also by the different professionals working in the health and social care each of which has premises and objectives of different work, mainly due to the type of training they receive. It results mainly in identification to the institution, it is because of this diversity managers Human Resources should be prepared to adequately handle the organizational climate and it should start to understand and know the different types of professionals who make up the organization. This paper aims to contribute in some way to this understanding and in general provide the criteria to be taken to carry out Human Resource Management in health institutions (Stahl, 2004, p.105).

The Responsibilities of Effective HR Managers

Healthcare and social care organizations present different shapes, sizes and specializations so it becomes very difficult to determine a course of action against the management of staff in health and social care sector, so it is necessary to admit the reality of each one of them, understand and meet each of the personal profiles on the understanding that they are in a health organization, can work in together from a professional graduate to an employee without further instruction. Managers are the key role player in the healthcare organisation (Hilgert, Ling, 1996, p.41). The HR managers have enthusiastic function in the productive designing and implementation of the principles and conclusions that in melody with the enterprise changes (Stahl, 2004, p.105). They should proceed as strategic partners and be proactive in their function than meagre reactive, passive spectators.
