Planning Permission for an Indoor Bowls Centre

Population Profile and Community Needs

As a regional agent working for Rink Heaven Plc., I have selected a land in Gotham City (a fictitious county) which I am employed to cover. Reason to select the Gotham City owes to the fact that the land being proposed is Brownfield Land with no particular development policy applicable to it. The county anchors many other entertainment businesses such as Casinos and night clubs where most of our target population goes. Our target population is youth with a specified income bracket and education discussed below in the business plan section. I have not only selected a piece of land, but selected an adjacent building that needs some amendments (we will have to seek permit in this regard too) keeping in mind the long term scenario and growth of our business that will prevent our 'land resource' from becoming bottleneck in our future growth. After selecting a piece of land, we need a building permit to go ahead with the construction/renovation/amendments required to make the building suitable for the business in short term as well as in long term. Planning Application is a document that confirms the compliance of a construction project to all of the requirements set by the County Council and District Council (Local Planning Authority) as defined in the Town and County Planning Act 1990. Planning Application also entitle the builder or the owner once the construction is completed, to exercise his/her authority for making major repairs that are necessary as well as reconstruction of his/her building. Starting construction without permission can lead the constructors to be reported to the administrative authorities who will take legal action against the constructor/owner. In the case of unauthorised construction, contractor will no longer be entitled to the property. Nevertheless, as covered in the Town and County Planning Act 1990, the constructor/owner can get his/her ownership rights back after carrying out illegal amendments/construction at his/her own expense, but only after satisfying the court's ruling (either fine or specified time spent in prison) in the legal proceedings against him/her by the County. So it is better not to elude the law and acquire planning consent before starting the construction of a project. Moreover, before obtaining a planning consent, constructors must prepare all the required project documents by Town and County Planning Act 1990 and section 106 agreements coupled with engineering surveys that are conducted by the County in the following areas (BREEZE, 2011, Pp. 14).
