However, in particular, public phenomenon can be described as a public sector in which works the professionals from human resources department. These personnel provide services to public be it local, state or international. They perform a vast variety of tasks. They help and guide the Human Resources department in the hiring and recruitment procedures of the company.

The duties may look very similar to the tasks performed by the HR department. And this is the thing to keep in mind. The specialists working with the public sectors are not in the HR Department. On the contrary, they are working with the HR professionals and assist them in different tasks.

These public personnel maintain an effective communication with the employees and deal with them in many different aspects. For example, they manage the grievance of the employees, give out their pay roll and maintain their performance and database records. These specialists deal with the current trainees and the permanent workers. They also provide necessary information about the company's strategies and the benefits and facilities provided by the company to its employees. They also keep the employee informed about the work schedules. They guide the employees as well regarding their personnel and professional issues (Vigoda-Gadot, 2008).

Basic Aims of the Public Personnel Administration

The four basic aims are as follows:

Planing

This phase includes making decisions regarding who should be assigned what task, how many employees should be used for the same task and what should be the pay rates of what tasks.

Acquisition

This phase includes selecting suitable employees for respective jobs or tasks.

Development

This phase involves both training programs and session for the newly employed and also the performance evaluation of the old and senior employees.

Sanctions

The fourth and final phase is to deal maintain a friendly yet professional relationship between the employer and employee. This also includes providing a safe, healthy and secure environment to the employee.

Critical Trends Affecting the Growth of Public Personnel Today

Change is the only constant factor. Hence, any idea will always face different situations, challenges and influencing factors in different times. Similar is the case with the public personnel in the public sector.
