Slough Borough Council Personalization

As Described by the department of health “Personalization is that every person should receive who receive support, whether funded by themselves or by the statutory support. The person will have the opportunity to control the type of that support in all care settings” (Neukrug 2004 pp 3). It encompasses the provision in the form of advice and information on support and care for the families. Investment in preventive services delays people need for care and increased self reliance amongst the individual and communities.

Personalization has a serious impact on everyone involved in the social care sector of the economy. Personalization success on different patients is not the same and it can be measured by seeing how much improvement it has brought in the life of the patient. Personalization success rate on people with dementia is low for e.g. patients with mental health problem or people who lack the mental capacity are not yet benefiting from this type of service. At Slough they are trying to implement the policy of “putting me first” which mean putting me first.

Many of the service users and caretakers linked to personalization complain of poor quality of advice on social care, this is affecting the self funders. Personalization is having a serious impact on social care professionals providing services to the users, especially those employed with the council adult. The main function of care management is assessing service users, drawing of a care plan and purchase of services to meet the needs are all transformed through the personal budget. In personalization users have the opportunity to choose services according to their wish, they can choose from different services available thus it forms a customized plan. This customized plan includes services which are aligned to the needs of the users. Thus as a result of increasing personalization in the social community several new roles have been introduced to full fill the need of this type of service (Parker & Bradley 2003). Personalization has also increased the hiring of non-qualified social workers and non professional staff in the social community. It has promoted the assessment risk at Slough, because of which the end user is not getting an effective personal plan.

Several social workers have raised their voice that personalization has also increased the level of bureaucracy in the social work sector. For example in personalization there is increased long and complex assessment form for applying for different services. The role of the commissioner has also changed radically in this form of services (Clarke 2005 pp 75). The Commissioners in this form of personalization cannot buy services in bulk from the market and fulfil the needs of the end users, but they have to hire several diverse service providers so as to fulfil all the need of the end users.
