Introduction

Capping the levy exclusion for employer-provided wellbeing protection would not only boost government and state earnings and payroll levy incomes, it would be much less disruptive to living protection arrangements, as asserted by the National Bureau of Economic Research. (NBER). The February 2010 employed paper, The Tax Exclusion For Employer-Sponsored Health Insurance, was arranged by Jonathan Gruber, lecturer at the Massachusetts Institute of Technology Department of Economics, and controller of the NBER's wellbeing care program (Joskow 2003).
