In Civil Disobedience, Thoreau declared that American government is a wooden gun to people them and this is wrong because If they should use it in earnest as the real one against each other, it will surely split causes him to conclude that best government is government that governs least because government rarely proves useful or expedient. While Thoreau realized that American government is necessary, only time in which it has been useful is when government has stood aside, knowing that the government often abused so that it no longer represents will have people. Thoreau continues with his accusations against the citizens' relationship with government, guilty in his opinion it has no true and physical vitality, since it has never been able to accomplish any decisive action, while the contrary has shown great alacrity and precision to fail in their duties. The government, according to Thoreau, does not guarantee freedom, does not provide education and provides resources to citizens, who then, without the obstacles interposed by the rulers, could certainly lead to a better lifestyle. Thoreau, however, unlike those who say they are anarchists, not calling for the abolition of government, but simply wishes for a better government, true expression of the will and needs of citizens. From his point of view the fact that a majority can govern for a long period without interruption this does not operate in a fair way, respect the consciences, but depends solely on the use of force, exercised through laws. In his view, the only real requirement that an individual can take is to be a man, even before being a citizen, and thus act as it fit. No law, according to Thoreau, has never made men more righteous, but on the contrary. The obligation to obey the laws made the honest real, agents of injustice, just think that by law organized armies that advance wars contrary to common sense and values pursued by the majority of conscience. It is enough to make us understand that the mass of men serves the state as a people with a civic conscience, but as machines with their bodies (Thoreau 2010). In most cases, therefore, according to Thoreau, in the life of a citizen there is no room for the free exercise of the right of trial or of the moral sense, proved by the fact that they are commonly esteemed good citizens who serve the state as puppets in the hands of the government.
