Air Traffic Safety Action Program

Introduction

Activities on board include the activities performed by the flight crew (from cybernetic point of view which are the objects of control), synchronized in time and space with the actions taken by ground-based air traffic management system (as a control system). The Air traffic safety form teams of skilled and organized people, using the information, standardized procedures and equipment (software and hardware). This system is supported by the system of technical infrastructure in air traffic, which includes equipment and systems of communications, navigation and air traffic surveillance (Communications, Navigation, and Surveillance - CNS (Isaac, & Ruitenberg, 1999).

The air traffic safety action program will keep the air travelling secure and place people in a much more secured environment while traveling on air.

History

The concepts of air traffic safety as a field of practical knowledge have been developed over the past 60 years and revised as the development of aviation. The air traffic safety was launched on 7 December 1944 signing of the Chicago Convention on international civil aviation, and in 1947 spurred the setting up of the International Civil Aviation Organization (ICAO). However, the term air traffic safety is variously interpreted. Usually means complex airborne and ground-based activities designed to provide a safe, economical and efficient movement of aircraft in all phases of flight (Isaac, & Ruitenberg, 1999).

It is essential to the smooth functioning of the system, especially in the context of safety and efficiency, has human factor, the prime role of flight crew and air traffic controllers. The specific properties of the aircraft significantly affecting air traffic safety. It provides the ability to achieve high speed and altitude (but with a great diversity of performance of individual aircraft types), emphasize limited range cruise speed changes, highlights inability to stop the movement in the air. Moreover, it creates limited opportunities for use in difficult weather conditions, especially during hazardous weather events (storms, fog, icing), causing delays in air traffic.

Mission

Air Traffic Security is a system of organizational and technical measures ensuring order and safety of aircraft in the airspace and the exchange of information between air traffic controllers and aircraft crews using radio communications, navigation and computer. Air traffic security system is an automated service that provides ground services for air traffic control.

Purpose

However, the task of the system is in a holding aircraft through the zone of its responsibility to prevent their dangerous convergence of the horizontal and vertical (Spick, 1995). The secondary objective is to regulate the flow of aircraft and crews bringing the necessary information, including weather reports and navigational parameters (Miller, 2000).

The purpose of air traffic safety is to enable users of aircraft both civilian and military operations in accordance with the scheduled time of arrival and departure and to ensure their preferred flight profiles, with as little restrictions and level of safety of flight operations.
