Introduction

The course of the study will focus on the position of the stakeholder on health care reform and the rationale behind the position of the stake holder over the health care reform. The health care reform of the United States of America has an exhaustive history. On March 23, 2010 two new federal statues were enacted in the reform the Health Care and Education Reconciliation Act of 2010 (H.R. 4872), and the (PPACA) Patient Protection and Affordable Care Act. Both of these laws amended the preceding PPACA and formed a new law on March 30. For the purpose of the research study, I have selected the “healthcare insurance industry” of the United States of America and I will analyze the position of the healthcare insurance industry and the rationale behind the position of the healthcare insurance industry.

Discussion

In the modern health care reform, the government has introduced programs such as Medicare, Medicaid, the State Children's Health Insurance Program and all other state co-payments for health services and insurance. After the amendment in the latest reform, the government has the responsibility for providing health cover and insurance in the public sector. According to the United States census Bureau that more than 50 million of the populations were not insured in the year 2009 (Dave, 2011). The perception of health care reform in the United States has not been highlighted properly in the past and, because of that, the health care reform impact and perception is losing its importance.

There was no state health care insurance for residents who are younger than 65 years, only in exceptional cases. More than 45.7 million or 15.3% of the 300 million inhabitants are not subscribed to private insurance nor can they claim public assistance. In medical emergencies, hospitals are under the Emergency Medical Treatment and Labor Act (EMTALA) required by law, uninsured or inadequately insured patients also treated in the emergency room when it is foreseeable that they cannot pay the bill (Curtis, 2008). In reaching health problems (yet) the level of a medical emergency, such patients may also be dismissed.
