Dealing with the probable or existing threat and communicating it with the general public has always been a critical task. The responsibilities directly lie on the directors of regional emergency management office. They have the liability to deal with the situation while keeping the public aware of the severe threat and also by maintaining the peace in the public. The organization has to make the effective contingency plans to address the threat within the organization and to the public without creating a panic. The crisis is an unpredicted and damaging situation or occurrence. Crisis communication can play a major task by changing the unpredicted into the predictable and to act in response according to the situation.

In the situation of crisis the department of regional emergency management in the region has the responsibility to develop such communication strategies that assist them to achieve the target and the certain important objectives. These main objectives include the maintaining of the effective connectivity between the concerned departments. The organization must be able to develop the ways to immediately access the media in order to make the mass communication about the situation.

The other objectives of the department may include show understanding and sympathy for the people who are concerned and affected by the situation. The significant objective of the emergency management office is to have the access to solve the crisis through the more efficient communication processes while maintaining the security of the information received. It is also the aim of this department to maintain the communication through multi channels while removing the dependency on ineffective paper based communication processes.

Discussion

The scenario is described as that being the director of a regional emergency management office I have received the report that the public water supplies of several towns in the area have become contaminated with a life-threatening biological agent. For this purpose I have to develop the strategic plan to communicate this fact in the organization as well as to the public without creating the panic in them. According to (Coombs, W.T, 2011), the main purpose of crisis management is to stop or reduce the negative consequences of the crisis.

Groups responsible for communicating crisis situation inside and outside the organization

As soon the report will be received, the situation will be communicated to the managerial authorities who are in charge with the communication process with the employees. The managerial authorities are always prepared for the effective communication with the employees in the crisis situations in order to maintain the proper organizational processes and to take affective measures before the crisis hits. Therefore inside the organization, the managerial authorizes will be responsible for communicating the crisis situation with in the whole organization.
