Introduction

Ethics is the science of morals and manners. It is a philosophical discipline that reflects on the purposes, values of life, and the conditions for a happy life, the notion of "good" or on matters of morals or ethics.

Ethics can also be defined as a reflection on the behaviour to make the world humanly habitable. In this, ethics is a search of the ideal society and conduct of life.

The general ethics we simply call the following ethics establishes criteria to act freely in a convenient location and make the choice of conduct in respect of oneself and others. The purpose of ethics is thus itself a practical activity. This is not to acquire knowledge for himself, but to act with a sense of social responsibility actionPeters, 2005, Pp. 42-98). It is now viewed as the foundation discipline of applied ethics , of individual ethics , the social ethics and different forms of specialized ethical issues that confront normative their particular field(McDaniel,2004, page 39).

Each organisation is responsible for trying to develop an Organisational behaviour that reflects the honesty and ethics communicated in writing and can be used as a handle by all employees (Dricscoll, 2002, 32-76). Culture must have roots and have noble values which the basis for ethical management of an Organisation or an entity (Svensson, 2003, p. 207).

The successful developments of an ethical behaviour and Organisational culture anti-fraud which will support the effective implementation of value cultural values of work, very close relationship with the things or factors determinants of success are interlinked with each other as follows:

Management should provide a strong role model and a willingness to build a strong culture within the organisation they lead.
