Abstract

This research report aims to address the hate crime issue against the African Americans in the United States. The study has represented the statistical data released by the Federal Bureau of Investigation pertaining to escalating race motivated crime rate against African Americans. The African Americans have always been victimized more often than any other minority communities due to racial bigotry. The hate crime against this racial group is the most prototypical hate crime which does not only intend to harm the individual but to inflict the perpetuate terror over the entire community of that group.

The US government has established the civil rights to protect the inherent rights of races and ethnic relations. The criminal justice system successfully uses the restorative practices and programs to address the hate crimes in association with the department of correction to immediately punish the offenders. However, it is required that the government and policy making officials should impose the severe punishments over offenders with the twenty percent increase in the jail time to be served as a penalty or a heavy amount to be paid as a fine.

Introduction

This research paper is intended to expound the most overriding issue of hate crime which has enticed the entire world into its trap for a long time. The hate crimes can be extenuated as the bias motivated crimes and the race hate which causes the perpetrator to target the victim primarily due to his racial group, ethnicity, sexual orientation and religion. The hate crime urges the executor to hurt the victim on the basis of his differences from the executor mainly because of his color and language. In the United States, the races biasness is the most frequent cause of hate crime motivation where mainly African American Community is targeted for victimization. The FBI report represented the crime rate of around forty eight percent which was related with the race and particularly seventy percent out of that forty eight was reported on the African Americans (Hate Crime Statistics, 2010). In the year 2011, the FBI released the hate crime statistics which included the forty seven percent of racial bias hate crime rate (Hate Crime Statistics, 2011).

In order to conduct this research paper, I have considered the most targeted community of African American who are found to be the largest prey of this hate crime offense and victimization. Through this study, I would like to highlight the factors of racial bias or victimization, and also provide the applicable example of this hate crime pertaining to African Americans. I also aim to expound the restorative justice models to address this penetrating problem of hate crime with the African Americans. In the end, I would also identify and explain the criminological theories related to the hate crime victimization for this group.
