Introduction

In this paper, the facilities manager at a large hospital has to manage staff allocation, manage the deficit and increase the efficiency of domestic service provision through decreasing costs. The case study describes the situation of a large hospital. Few days back. The domestic staff of the hospital was allocated to particular wards enduringly. At times of staff shortage due to sickness or leave, the present staff had to work overtime or the reserved staff would work. New hires were considered as reliefs and were promoted to permanent ward position after completing probation period as per organization's policy. The number of absentees was increasing day by day, and the absences demoted the staff to reserved pool, on a condition of only returning to the permanent ward position when their record of attendance proved to be satisfactory.

With the passage of time, the staffs who were working at the same wards got to know each other.

They spent their work time breaks together and talked about their patients with each other. The staff working on the same wards also got to know the regular nursing staffs that took care of the specified wards. The work was done by group effort. Each domestic was likely to counsel the others of the looming approach of a supervisor. It was a requisite for every member to support each other in case of any kind of 'harassment' by the management. The teams of different wards tried to do better than each other in terms of the dramas they had seen on their wards.

The Organizational Structure

The manager calls some management consultants to evaluate the work of domestic staff working on the wards. The consultants carried out several time and motion studies. The consultants suggested that effectiveness could be greater than before and over time reduced, by altering work outline and the sort of equipment used. The management of the hospital purchased new equipment on the suggestions of the consultants. In the meantime, the modification in the outline of work resulted in termination of the stored pool and the distribution of staff to ward areas on a rotational basis. Every working day domestic staff was sent to different wards and to work with new staff.
