Abstract

The concept of human security has broadened the concept of security in the mid-1990s. The transition state to the individual as central object of security reflected the fact risks as intrastate civil wars, political violence, disease and poverty put more people in danger than interstate wars. The concept has not led to paradigm shift in international security policy. The concept of human security remains high on the political even under the standard conditions that have changed strategically.

Today millions of men, women and children are still in extreme circumstances and vulnerable; threatened by intra-state conflicts, organized crime, chronic poverty, environmental degradation, deadly infectious diseases and the risks posed by natural disasters. In the past, the concept of security was equated with homeland security, but this traditional concept has expanded and has become the central value the individual himself, beyond his membership in a particular state. This discussion paper examines the concepts, approaches, tools and initiatives available to the international community in the area of security. It discusses the concept of human security in the light of the development of a security system.

Human security has pushed for- shooting the mid-1990s the individual the center of the discussion safe. The traditional concept of national security which prevailed during the Cold War was oriented mainly on safety States and sought the protection of their sovereignty and territorial integrity against military threats. The Proponents of human security demanded to deepen and broaden the definition Traditional Security. The concept of human security is gaining support not only to the United Nations but also to other bodies such as intergovernmental organizations, civil society groups, academics and individuals and from a number of governments. The concepts of human security remains controversial even after two decades its introduction into the political debate.

The safety of people around the world is interrelated, as illustrated by highlight the global flows of goods, services, finance, people and images. The relationship between human security and state security and the role of government in the context of human security in general are also the subject of controversy (International Alert, 2002, pp. 9). In its pure form, puts human security- silent in question state sovereignty emphasizing the individual. The argument was actors that violate dazzling standards of human security particularly marked after 2001 in the context of counterterrorism. In addition, the development and introduction of new biotechnology involves not only benefit, but the risk to the environment and human health. In order to obtain commercial benefit multinational companies that control the market for new biotechnology, contribute to their rapid implementation without sufficient regard for the consequences.

Development of biosafety issues and appropriate protection measures for people are far behind the pace and scale of the introduction of new biotechnologies. Current trends increase the risks of large-scale natural and man-made disasters (Human Rights Watch, 2004, pp. 6).
