Introduction

A government is an establishment that has the elite authority to implement particular policies of social behavior in a marked territory (Garner, 2009). The question that arises is whether people need such an institution, and why. The primary tool for survival for an individual is their mind, which is a way of attaining knowledge to direct their actions. This does not mean that humanity dwells on being alone, and that environment is the best answer to their needs. People can gain something by interacting with each other. A public atmosphere is mainly conductive to a victorious sustenance, but merely based on definite situations. The government is elected by the people for their well being, if they do not meet the needs of the public, they are nothing more than slaves. The government has the power to enforce taxes on the people, but it has to justify the expenditures.

A society accepted norms that deprives a single person of the result of his venture, or subjugates him, or endeavors to point of confinement the license of his personality, or constrains him to go against his particular objective decision; a publicly accepted norms that sets up a clash between its orders and the prerequisites of man's temperament—is not, strictly talking, a public order, yet a swarm held as one by systematized pack-run the show.
