Introduction

Many theorists have assumed that organizations are expected to protect their own interests enviously in order to achieve their objectives. Certainly, knowledge translates into power within the intelligence community and because of the classified nature of intelligence; it is more probable that organizations wait out an administration which is not in line with their overall objectives. After 9/11 attacks in New York, few new organizations that have been created by the Government of US including DHS, DNI, and NCTC however, these organizations has also faced a number of challenges after their formation. An example is Department of Homeland Security (DHS) that is positioned poorly to get intelligence from the community of intelligence agencies due to the fact that it does not perform collection of intelligence on its own and therefore, have nothing to trade. The CIA and FBI cooperation was in a weak position because there was no presence of any willing enforcer apart from the Director of National Intelligence. The core point is that new organizations should fight for gaining access and longstanding organizations with culture of mission focused are comparatively resistant for outside reform (Zlotnick, pp. 15-27).

Technology which is used by the intelligence community had become out of date after 9/11 and this is the reason that US government provided more funding in order to make intelligence more affected. However, it is the duty of National Intelligence Director to effectively utilize billions of dollars funded for US intelligence (CIA, 2007).

US Intelligence Community and Major Challenges

A major challenge faced by intelligence community of the US includes a common lack of confidence in its capacity to carry out its mission legally and competently. The effect of this insight is that intelligence capabilities and polices reform will not be left alone only to the intelligence community and other elements of Congress and executive branch will be involved as well. However, it cannot be considered true that a major adjustment has been made by the intelligence community for meeting the changed demand of world and providing useful and authentic information to their customers for the most part. It is necessary to take reforms and more issues should not be made because they can damage fundamental tool of national security for US (National Intelligence Council, pp. 45-53).

The capability and intelligence requirement designed for US government for collecting, disseminating, and producing remain crucial because end of Cold War has not been able to bring an age of security and peace and neither the need of intelligence is eliminated for open information. The facts which are important, but hard to learn are still present regarding targets including abilities and intentions of terrorists and rogue states, propagation of non-traditional weapons and character of possible hostile military forces which can only be recognized, observed and measured by devoted intelligence assets (Clapper, pp. 1-30).
