India wants to become a "knowledge superpower", and made to strengthen technical education a priority. But politicians do little to help further science in India when only focus on the creation of more institutions or increased numbers of graduate students. These strategies ignore a fundamental problem (Bardasi Francesconi 2000:10). From the most modest of the most prominent institutions, incentives for students to pursue careers in science and technology and research and development are poor.

Higher education and employment trends in recent decades - first marked by a wave of industrialization in one country after another and then with the emergence of the knowledge economy gifted education explicitly with an economic value by creating direct links and indirect backward and forward between education and economy. With this, learning to do has become a vital function of education, particularly higher education that normally connects the formal education to the world of work. Its role in terms of preparation of skilled labor is now pre-eminent and more pragmatic.

Many students report that internships, which are supposed to give them practical experience in the industry, only further fueled the disinterest or indifference to a career in (Booth Francesconi Frank 2002:189). Many say they faced a bureaucratic work environment and outdated infrastructure in the organizations is sent to, stone walls creativity. Even seemingly minor factors, such as the quality of pre-placement presentations, control minds of students. Students observe that multinationals richer homegrown corporations, including many, we understand the power of attraction of good presentations and have invested in them visible, in contrast to presentations by many governments in management of laboratories and even private organizations. In all institutions across India, top decision makers are well aware of these problems, however, little is being done at any level.

Developed economies have seen the creation of more skilled workers for skilled jobs in recent years and, therefore, the supply of educated labor has exceeded demand (Carrol 1999:l101). In other words, suggest that the weak demand for people with more education can provide part of the explanation. Other work in India suggests that the phenomenon of low-income workers highly educated can be explained in part by a drop in skill level associated with a postsecondary education (Constant Massey 2005:489). His explanation is that, as access to higher education has increased, the greatest change has occurred in the levels of ability of graduates of higher education with the result that the variance in returns to education due to the fact that graduates of higher capacity are able to find better paying ...
