Race, Culture and Public Safety Policy

Introduction

In this paper, we will attempt to locate our study in two major areas of interest to culture and race and public safety policy analysis. Logical starting points for such an inquiry are social values and public safety policy and influence of culture and race in the policy making. Public safety policy, aimed at solving crime problems, is an approach to the function of maintaining public order or internal order of a country in which various activities of the police. Each of these activities in turn grouped into a set of incidents similar, whether these crimes or events of public disorder in which the police have jurisdiction or should act, and diverse cultural groups are subject to an analysis thorough professional criminal executed by analysts and personal (extensive) operational experience in the field (Drennan & McConnell, 2007). This with the expectation that discovery and learning to produce these professionals on crime problems that affect a community, generate the knowledge to substantiate the development of better and more effective strategies to face and / or reduce these crime problems by establishing the better relationship among culturally diverse groups and the public safety agencies.

Influence of culture and race on public safety

Extensive work over the past decade has linked race with perceptions and responses to threat. However, this work has focused almost exclusively on responses to men and overlooked how the interaction of race influence decisions regarding use of force. John (1998) tested how race and gender simultaneously influenced decisions to shoot Black and White men and women. White participants showed a pronounced bias toward shooting Black men but a bias away from shooting Black women and White ingroup members. This study provides important evidence of a behavioral threat-related response at an early and relatively automatic stage of cognition that is specific to outgroup males stereotypically associated with physical aggression and violence.

The stories about racial profiling that have circulated in the media since the late 1990s have become another important source of distrust of the police, particularly among African Americans (Weitzer & Tuch, 2002). National stories about racial profiling such as the Rodney King beating and the Amadou Diallo shooting raised serious concerns about law enforcement's ability to treat African American and other minority citizens fairly. Racial profiling, therefore, is another narrative about police biased treatment of minorities that ultimately erodes citizens' confidence and trust. The stories that are shared about police not only serve as information about a particular interaction but might also provide cognitive expectations that people may later use to predict how police will respond to other citizens in similar circumstances.
