Introduction

According to statistics from the World Health Organization, each year in the world in road accidents kill more than 1.2 million people, and every 3rd day in US there is an accident with a fatal outcome, awarding disability groups, receiving injuries of varying severity, which leads to a significant exclusion from the the production sector workforce and creates a threat to the demographic collapse. In recent decades, transportation policy world economic centers is based on creating conditions that provide a synergistic effect on economic efficiency and safety of road users.

In the United States, transport is one of the basic backbone industries, interconnected with all the elements of the economy and social sphere. Currently, the traditional imperatives of economic efficiency of the transport complex is complemented by another key factor in determining the sustainable socio-economic development - transportation security. Further development and expansion of its externalities and the internality of communications, production growth and increasing standards of living is impossible without security on the roads.

Global aspect of the socio-economic consequences of road accidents are demographic losses, leading to a decrease in the absolute number of population, gender and age asymmetries, reducing life expectancy, quality deterioration of health of various ages and social groups, increasing the degradation processes of reproduction of labor, and mobilization of resources, increasing the load on budget and extrabudgetary funds. The aggregate indicator of socio-economic damage caused by road accidents and their consequences in 2004-2010. estimated at 13.263 trillion dollars, which is comparable to the cost of consolidated budget of the US in 2011 to finance social policies - 14.533 trillion dollars. Despite the decline in this indicator in 2010, is identical to the size of its annual expenditures of consolidated budget of the US in 2011 to pay the military and law enforcement officers, or double the income from the use of a 2010 property located in the state and municipal property.

Disucssion

In the context of the overarching aspect of this at the state level, developed a comprehensive approach to solving problems, which is a cornerstone of the key strategic and policy documents of federal significance.
