A: The writer's main point in this article is highlighting the decreasing respect and image of the police as a helpful 'bobby' from the 'fuzz' or 'cops' which is common nowadays. He is also presenting the steps which are being taken by the police to re-earn this lost respect and image.

A: The author has presented the measures which the police are taking to tackle the situation. However, it does not seem that the author is confused of the success of those steps as it can be seen from the concluding line of the passage.

“Although police forces have made some gains, public confidence in the police, while not having collapsed completely, is still nevertheless fraying at the seams.”

Still nevertheless fraying at the seams signifies that the author thinks that the problem is getting worse even as measures are being taken to prevent it.

This is the thesis statement of this article. It can be further improved to read as

“We shall observe four of the major factors that have caused disconnection of the public from police and the steps that are being taken to address the concern”

It was in 1960's that the police image started getting tarnished because that was the time when the policemen started getting motor cars for patrolling. Before this policemen used to have dedicated neighbourhoods which they used to patrol on foot, socializing with the locals. With cars the patrol circles became wider and the police lost the time to socialize, thereby going from a friendly aid provider to a stranger. Also, the TV shows highlighted the negative behaviours of police and ruined their image as paragons of justice and perfection.
